The development of road infrastructure in rapidly expanding economies has required innovative financing and delivery methods to keep up with demand. In more developed economies road-based strategy aims towards further integration of networks and improved urban traffic management practice.

Experience

Transport for London

  • advising on the implementation of the London Congestion Charging Scheme, the first of its kind in the world.

Greek Motorways Project

  • we are currently advising, in conjunction with Athens-based firm Kallimopoulos Loukopoulos & Chiotellis, the Greek Government and their advisor, Bank of America, on the €4.9bn PPP construction programme of six new motorways.

Dutch A59 PFI Road Project

  • advising the Province of Noord Brabant and the Dutch Ministry of Finance on the first ever PPP road project in the Netherlands, the A59 road scheme. This project, with an estimated capital cost of £80m, is a motorway upgrade and expansion of a local road, which will join two sections of motorway and cut congestion. This project created a PPP DBFM road contract which will serve as a model for future PFI road projects in Holland.

A8 Motorway Project in Portugal

  • advising the European Investment Bank in connection with the provision of finance for the A8 Leiria Motorway in Portugal. The project involved building 82km of new motorway, upgrading a further 94km in four years, and required 27 new viaducts and bridges and three tunnels.

Hong Kong Eastern Harbour Crossing BOT Project

  • advising the Hong Kong Government on the Eastern Harbour crossing BOT Project, which cost in excess of US$500m. The Eastern Harbour crossing BOT Project involved the construction of road and rail tunnels under Hong Kong's main harbour area to link Hong Kong Island with Kowloon Peninsula.

Hong Kong Route 3 Country Park Section BOT Road Project

  • a major transportation project involving the construction of a tunnel and trunk road linking Ki Chung Container Terminal with the border crossing near Yuen Long. The construction cost was approximately US$1bn. We represented one of the bidding groups led by the Hong Kong arm of the China International Trust & Investment Corporation, CITIC Pacific Limited. We advised CITIC on the enabling legislation, all aspects of the contractual arrangements for the project and negotiated with the Hong Kong Government.

Guangdong Toll Road

  • acting for the sponsor in connection with a toll road.

Second Toll Road Project in China

  • advising on the financing of a second toll road project in China (the details of which are confidential).

Latin American Motorway Investments

  • acting for Brisa International, the principal motorway operator in Portugal, on its motorway investments in Latin America.

African Infrastructure Project Financing

  • acting for Banco Espírito Santo in relation to airport, sea port, hospital and road infrastructure project financing in Africa.

National Roads Telecommunications Services (NRTS) PFI Project

  • advising a global communications supplier in a PFI project for the maintenance, upgrading and expansion of the Highways Agency's Road Network Telecommunications Services.  We have advised on the drafting and negotiation of the contracts with the SPV and licensing and regulatory issues.

Douro Litoral Motorway Concession

  • advising a consortium of banks led by Banco BPI in their role as a funder of one of the bidding consortia for a highway project in Portugal.  The capital value of this project is estimated at €500m.  The concession will be for a period of 30 years.

Austrian Auto Tolling Project

  • advising Autostrade SpA in relation to the construction and operation of an electronic heavy vehicle tolling system in Austria.  The system became operational on 01 January 2004 and marks the most advanced free-flow multi-lane toll system for heavy vehicles on a road network of over 2,000km.
