LAUNCH OF CLAIRE, A PUBLIC PRIVATE PARTNERSHIP
Simmons & Simmons is advising in respect of the establishment of CLAIRE (Contaminated Land: Applications In Real Environments), which is a public private partnership organisation formed specifically to find innovative and practical solutions to deal with the disparate issues relating to land contamination. CLAIRE involves a number of key players in addition to English Partnerships, including The Soil and Groundwater Technology Association, the Environment Agency, the Department of Environment (Northern Ireland), the Welsh Development Agency, the Department of Environment, Transport and the Regions ("DETR") and the Scottish Environment Protection Agency. Simmons & Simmons' environmental and charity practices played a pivotal role advising on CLAIRE's establishment.
CLAIRE has six operational objectives, which are to:
Establish a network of characterised, contaminated sites throughout the UK
Demonstrate the application of remediation technologies which may offer improved site investigation techniques monitoring or remedial solutions
Develop a strategy for remediation technology research in the UK
Disseminate information related to research and technology demonstrations on contaminated land
Prepare and provide educational materials for school children and the general public
Procure sources of funding to support CLAIRE'S activities.
