General Experience

Richard specialises in the development and financing of major infrastructure projects, particularly those in the transport, power and energy sectors. He acts for the full range of project participants, including procuring authorities, project sponsors, lenders, sub-contractors and offtakers. Richard has worked on infrastructure and energy transactions in the United Kingdom, the Middle East, South East Asia and the Americas and has almost four years' experience living and working in Abu Dhabi, UAE advising project companies, contractors and financial institutions in relation to a wide range of transactions.

As a former director at a major investment bank, Richard also has significant experience in structured and bank finance, derivatives, funds and other structured products.

Recent Work
  • advising lenders in relation to approx. 500$ conventional and Islamic finance facilities in relation to Ras Abu Fontas A2 expansion in Qatar
  • advising Banque Saudi Fransi in respect of a US$700m financing facility for the National Petrochemical Company propylene/polypropylene project in Yanbu, Saudi Arabia
  • advising ONGC Videsh Ltd. on the acquisition of a 2.72% interest in the Azeri, Chirag and Guneshli Fields (ACG) in Azerbaijan, and a 2.36% interest in the associated BTC pipeline
  • advising a large US hedge fund in relation to the establishment of a new investment fund platform and related financing
  • advising a large US corporate in relation to the development and construction of a petrochemicals plant in Nanjing, China
  • advising a large US hedge fund in relation to the acquisition of a portfolio on commercial and residential real estate loans in Japan.

Prior to joining Simmons in 2012, Richard worked as a Director in the legal department and front office of a major investment bank providing legal, tax and structuring advice in relation a wider range of structured financial products and bank finance transactions. Prior to that he spent almost six years with a major New York law firm focusing on project finance and projects development in New York, Japan and the Middle East.
